[cssm] CSSM Action 231108-05 - Include state machine diagram and referential diagram in UML in GitHub (somehow)

Dear all,
               I've created a new pre-release of the 902Repository master branch. This addresses action 231108-05 - "Include state machine diagram and referential diagram in UML in GitHub (somehow)".

The description of the release in GitHub is as follows;
Added new package to UML model to be used for defining the required State Machines. Otherwise no significant change to UML model and no changes at all to XML Schemas.

Marked as pre-release as nothings has been defined in regard to the state machine.
