[cssm] New version of SPDF schema available - Updates to reflect W/G decisions made at Den Haag meeting.

Dear all,
              I've created a new GitHub release for the 902 UML models and schemas. These changes reflect the W/G decisions made at Den Haag meeting are as follows;


  *   Changed CDE schema TLE Line 0 to be 0 or more printable characters,
  *   Changed SMURF schema StandingOrder class name to be BoundaryConds and
  *   Changed BoundaryConds attribute names standingOrderStartTime and startingDuration to be startTime and duration.
  *   Examples updated to be consistent with changed schemas.

As the changes affect the SMURF this release should be used for further testing of the SPDF and SMURF.
