[cssm] Prototype CCSDS RID Tooling

Dear all,
                with respect to the prototype CCSDS RID Tooling, these 
prototype are based on Microsoft Access and Excel as well as Adobe 
Acrobat. The prototype tooling can be found in the following folder on 
CWE.

These tools have been used, with some success, within the CSSM W/G for the 
last few Agency reviews carried out.
