[Smwg] 902x2-w0.19 - Planning Information Formats - Updated draft

I ran a quick test using this updated xml schema to validate the PIF files with negative elevation and negative range rate and the changes work. The PIF files are validated without errors now.

Dear all,
                I've just uploaded the latest draft of the Planning Information Formats Book to CWE, This contains the update to permit negative elevation angles and a bug fix to the schema to permit negative range rates, as discussed during todays WebEx.

Also included in the Schemas are a couple of examples for the Planning Information, along with the extra schema required to get the extended Planning Information to work.
