Also has the advantage of sorting properly.  The one proposed in the minutes was tossed out during the CESG meeting.

I like Anthony's approach.  And gee, it IS standard.  ;-}    It even aligns with the CCSDS Time Code spec, 301x0:

3.5.1.1 ASCII TIME CODE A, Month/Day of Month Calendar Variation:
The format for ASCII Time Code A is as follows: YYYY-MM-DDThh:mm:ss.d→dZ

Reference (2) in the CCSDS spec is ISO 8601:2004

With respect to the bullet on time format (or rather, date) – is there a good reason why CESG would want to avoid the ISO format e.g. 2018-08-12? Not just unambiguous but standard…
