[Smwg] Planning Data Formats Book - White Book draft 0.08

Dear all, 
                 I've just uploaded the latest draft (0.08)of the Planning 
Data Formats Book White Book. This has been updated in line with the 
discussions during the various WebExs. With a bit of luck this should be 
the last iteration as a White book and after the Cleveland meeting it will 
be ready to go Red..
