[Smwg] Closing Plenary -- moved to 1400 hours, "Neon" room

CSTS, CSSM Colleagues,

I spoke with Margherita earlier this evening and we both believe the CSS closing plenary can be moved up to start at 14:00 hours tomorrow.  The "Neon" room makes sense as it has the right combination of projectors and video adaptors.
