[Smwg] Planning and Service Request Book - White Book initial draft,

Dear all,
                  I've just uploaded the initial draft of the Planning and 
Service Request  White Book. (Okay its not really the initial draft, the 
splinter working group went through a lot of iterations of this over the 
summer and yes its not officially a separate book yet but anyway...)
