[Smwg] Proposed charter update (for GFT)

CSSM Colleagues,

At the 03 June 2014 teleconference, I presented a very minimal proposed update to the charter to reflect incorporation of the generic file transfer into the cross support service management working group. At that teleconference, the conclusion was that the update was in fact too minimal and was insufficient for capturing the new work. I subsequently agreed to revise the charter further and those proposed updates are captured in the attached file. I believe the updates more properly capture the rationale and proposed goal with respect to the generic file transfer.   Comments are requested and are welcome.
