[Smwg] Clarification on the nature of the GFT project

CSSM Colleagues,

At the CESG meeting today, it was clarified that the terrestrial generic file transfer project is in fact a blue book project as it is an adapt/adoption profile (i.e., beyond a best practice).  As such it turns out to have been a good idea to include prototype estimates in the project definition.   The project definition in the framework will be updated accordingly.
