Seems to me this doc is not up-to-date, unless I misunderstand it.

For instance, in the minutes from Spring meeting we have

Concerning the Prox-1 SLP Physical Layer BB (211.1-B-4), E. Vassallo 
stated that it is being used
successfully between NASA’s MSL and ESA’s MARS EXPRESS and EXOMARS TGO and 
the
concerned projects have not expressed any request for changes. D. Lee 
confirmed that also NASA did
not request any changes. The WG agreed to request reconfirmation of 
211.1-B-4.
Concerning the PN Regenerative Ranging BB (414.1-B-2) and associated GB 
(414.0-G-2),
E. Vassallo stated that ESA’s BepiColombo and Solar Orbiter missions have 
been using this
scheme successfully and did not request any changes to either books. D. 
Lee confirmed that
also NASA did not request any changes. The WG agreed to request 
reconfirmation of 414.1-
B-2 and 414.0-G-2.
