Please find here attached Resolution SLS-SEA-R-2019-10-001(355.1): 
Publication of issue 1 of Space Data Link Security (SDLS) Extended 
Procedures Blue Book. The Extended Procedures provides the Key Management, 
Security Association Management and SDLS Monitoring and Control Services 
and data structures required to operate the SDLS protocol over a space 
link.
