That is correct. There should be no issue with using Skype or WebEx at the 
spring meetings.

Dear Michael, 
        I remeber some time ago we had some discussion about phone 
connections etc for the CCSDS Spring 2019 meetings. 

If I remember well there should be no issue for using Skype or Webex 
connections (at the very minimum for voice but possibly also for 
presentation sharings I guess).
