Experimental Specifications (Orange Books)

The Space Link services Area,  

CONSIDERING that 
?       NASA, CNES, JAXA, and NICT produced a Concept Paper identifying 
resources and milestones for the production of an Orange Book on ?Optical 
High Data Rate (HDR) Communication ? 1550 nm?
?       ESA and DLR produced a Concept Paper identifying resources and 
milestones for the production of an Orange Book on ?Optical High Data Rate 
(HDR) Communication ? 1064 nm?
?       an item for ?Orange Book(s) on Optical Communications Physical 
Layer and Coding & Synchronization for the scenario High Date Rate (HDR)? 
is already included in the OPT Charter 
?       the Optical Communications Working Group has consensus on 
producing those two CCSDS Experimental Specifications
RECOGNISING that required resources have been identified 
RESOLVES 
to request CMC to approve starting two CWE Projects for ?Optical High Data 
Rate (HDR) Communication ? 1550 nm? and ?Optical High Data Rate (HDR) 
Communication ? 1064 nm? CCSDS Experimental Specifications (Orange Books) 
RECOMMENDS that the CMC approve this resolution and, finally
REQUESTS that a CMC poll be conducted to accomplish this..
