Charter modification for the RF and Modulation (RFM) Working Group
21 July 2016
The Space Link services Area, 
CONSIDERING that the RF and Modulation (RFM) Working Group 
·       Have discussed relevant inputs on future standardization needs and 
determined relevant goals representing the consensus of the WG
·       Agreed to include those new goals  in their charter
·       Modified the RFM online charter available in CWE at  
http://cwe.ccsds.org/fm/Lists/Charters/DispForm.aspx?ID=31 adding the 
following four new goals:
17) Study turn-around ratios for the new EESS uplink allocation at 7 GHz 
in association with the 8 GHz downlink and propose relevant 
recommendation;
18) Propose changes to DDOR recommendation 2.5.6B for low cost missions;
19) Study telemetry ranging concept and propose relevant recommendation;
20) Study modulation technique for frame header symbols of high order 
modulations used in conjunction with the codes of CCSDS 131.0-B-2. 
RESOLVES to request CMC to approve the modification of the RF and 
Modulation (RFM) Working Group charter, and 
RECOMMENDS that the CMC approve this resolution and, and finally
REQUESTS that a CMC poll be conducted to accomplish this.
