[Sls-slp] FW: [EXTERNAL] Jaxa proposal for 12-bit SCID in AOS

Dear SLP WG,

Please find attached a proposal from JAXA for using the 2 reserve bits in TC (CCSDS 232.0-B-4)  to create a 12-bit SCID.
Rationale is Version-1 SCIDs are running out. JAXA is proposing the same approach as was done with AOS to expand the name space for TC.

Please review and let me know your thoughts. Of course, CCSDS would rather promote the use of USLP but there is no mandate from the agencies for it.
We will discuss at our Fall Meeting in Matera, IT.

Please discuss the proposal within the WG and the wider discussion on how to promote a larger SCID number.

Again my opinion is that we should promote USLP as a solution to this problem, but I am not sure if this is realistic.
