[Sls-slp] Session Control Broadcast/Multicast Capability for review

Dear SLP WG members,

Attached please find Brent Andres' draft proposal for proximity broadcast/multicast based upon the result of our SLP WG meeting yesterday in PR. Your comments are welcome. I also think we need a diagram to go along with the text.

Per Clemens Heese, at this time at least we will not place this information into 235.1, since it didn't quite make it into the CESG poll, but will add it (or its revision) into the document during the agency review coming up shortly.
