[Sls-slp] SLS WG proposed changes to Prox-1 RFM 211.1-B

Hi Dennis/RFM WG,
SLP WG had a telecon today (March 26) on proposed changes to the Prox-1 documents including SLP interfaces to the P1 RFM (211.1) and C&S (211.2) blue books. The attachment contains a few new updates (Word revision feature) to the 211.1 book in addition to what you received recently from Natalya under configuration control.
In preparation for our joint Spring meeting, we would like to get feedback from RFM WG as soon as possible (hopefully by no later than March 30 - April 3 ) to learn if there is consensus for our changes, so we can plan ahead for the joint meeting on May 27.
Summary of changes:
1. We replaced figure 2-1 in all prox-1 and 235.1 books with a useful one.
2. In the 235.1 book, we introduced the concept of directive tables, configurable over the link by using the directive_table parameter in the LEC and SET_DL_EXTENSIONS directives. It allows radios to have multiple directive sets and provides some backward compatibility to existing radios with the new Prox-1 features (query/response, etc). In doing so, we reorganized the directives into new annexes, so that "UHF" is now SPDU Type 1 Table 1 and "S-band" is now SPDU Type 1 Table 2. Think Table instead of Band specific. When Ka-band is defined, no new SPDU Type will be defined.
3. We introduced the logical variable, RANGING into the Prox-1 state tables in 211.0 because it can affect link termination. Therefore, we proposed that RANGING (not RANGE) be included in 211.1 as well. At first, we considered 3 operational modes for RANGING: 1) Ranging Channel only, 2) Concurrent Ranging Channel and Data Channel , 3) Time sequenced Ranging and Data. But in discussion, since the link must first be established before ranging can occur, it appears that only cases 2 and 3 are valid. I've updated the attached document to reflect it. I know that originally the plan was to hold off on ranging until Ka band is considered. However, there are fundamental issues (data channel & ranging channel together) that need to be concurred beforehand.
4. A note was added to Section 4 (discreet rates) as opposed to the exact rates in Section 5.
