[Sls-slp] Latest versions of Prox-1 directives and data link layer blue book updates

Dear SLP WG,

Please see the SLP WG CWE location below for the latest versions of the Prox-1 directive set (updated to include the coherent/non-coherent field for ranging now) as well as updates to the 211.0-B- Prox-1 Space Data Link Layer blue book (now includes fixed and variable directives in-line in the document).
