[Sls-slp] Updated USLP Green Book encorporating RIDs from Spring 2021 Meeting

Dear SLP WG,

I’ve updated the USLP Green Book to include the changes we made to the USLP Blue Book based upon our agreed RID resolutions at our virtual Spring 2021 meeting.
This updated Green book is now on the CWE in our SLS WG area under:

Ideally I’d like to hear back from you by Aug. 16, 2021. We will discuss these updates at our Fall SLP WG meeting.
