[Sls-slp] USLP Green Book for submittal to SLS Area Director

Hi Ignacio,

Under the following URL in the CWE, please find the updated USLP Green book, dated July 20, 2021 in the filename.
It contains the necessary updates to it that the SLP WG incorporated as a result of our Spring 2021 meeting. In particular, the mandating of an OID pattern and updates to the Managed Parameters in USLP.

At this time I have received no further comments from the SLP WG, so I recommend this draft version 2 green book go to the Secretariat for document processing and then release as a new version 2.
