[Sls-slp] CCSDS 133.1 now containing RID Resolutions in the document

Dear SLP WG,

Please find the updated version of 133.1 Encapsulation Packet Protocol (EPP) in the CWE under:
https://tinyurl.com/y3j3q7sf

The file name contains “_Post” to denote this version is after our meetings in Darmstadt.
It contains the text or in some cases omissions of text agreed during the meeting per the 4 ESA RID resolutions.
Please take a look and respond back to me by Nov. 7, if you have any concerns or comments.
Thereafter I will notify the AD and DAD to create the SLS Area resolution to publish this issue 3 of the EPP.
