[Sls-slp] Latest Draft USLP White Book on CWE

Dear SLP WG,

The latest draft USLP white book is now on the CWE under:

The new file name is:  USLP Space Data LInk Protocol March 9 post telecon4

Hint:  Look for the new file around the middle of the page.

Changes made since the last version are:


  1.  Needed correction for USLP section 4.2.8 ALL FRAMES GENERATION FUNCTION (no multiple frames).
  2.  Added COPs Management back into the book.
  3.  Needed correction for USLP section 4.2.8 ALL FRAMES RECEPTION FUNCTION (no multiple frames).
  4.  Explicitly name the Octet Stream Service consistently VC Octet Stream Service
  5.  Some minor clean up post telecon 4
