[Sls-slp] Updated version of USLP Draft White Book Oct 14 2015 on CWE now

Dear SLP WG

I have updated the USLP draft White book to include most of the comments made to the last revision.

Please find this update in two forms on the CWE site below.

One file is the clean copy without Word revision feature – it includes the word “clean” and the date of Oct 14 in the file name.

The other file with the Oct 14 date in the file name is the one containing all the redline changes using Word revision feature.

Unless any new updates are made consider this Oct 14 version to be the one SLP WG will review in Darmstadt during the Fall CCSDS meeting on Monday Nov. 9.
