[Sls-slp] RIDS against Encapsulation Service and IP over CCSDS

Dear SLP WG and SIS,

Attached please find the RID for corrections that John Pietras has pointed out (thanks, John and Ed Orcutt) to both IP over CCSDS and Encapsulation Service due to overloading the word, "Protocol ID". Details are in the Word attachment. Your comments are welcome now.
We will discuss the proposed changes at the Fall 2013 CCSDS meeting in San Antonio on Tuesday Oct.  29.
