[Sls-slp] Slight update to SLP WG meeting minutes published on CWE

Dear SLP,

It was brought to my attention that the SLP WG minutes made no mention of the further discussion on the proposed Next Generation Space Data Link Protocol (NGSLP) project within SLP. I've added the reference to the RF&MOD WG minutes which captures that discussion now.
