[Sls-slp] Latest Prox-1 GB Working Version on CWE now

Dear SLP WG,

I have placed an updated version (with Feb 21 in the filename) of the Prox-1 GB into the SLP CWE under the URL below:

It addresses the majority of the concerns from ESA (Gian Paolo Calzolari – author). There is an open issue concerning his proposal for an Annex to describe the performance and other key attributes of the LDPC code used for Proximity. I have passed this specific request onto the NASA JPL Coding Group for further comment and discussion.
