There is also a need to edit figures 4-2, 4-3, 4-4, 4-5 and 5-1 to replace bit with symbol. I cannot edit them. This content would go into Section X9 General/Major Capabilities section per the yellow book, CCSDS A02.1-Y-3. What's new here? * I streamlined the text to the minimum necessary to convey the capabilities. * I modified the recommended format of the PICS Proforma in the CCSDS yellow book Annex F, to not include an "mandatory/optional" column. Rather, I added a column called "comments", for amplification of the support column, in case more detail is warrented. Again my opinion is that "mandatory/optional" really only applies in the context of an Enterprise and it's operations. Therefore, I was agnostic about "mandatory" and "optional" as a column attribute, but referenced all the "what statements" and "options" as stated in specification as capabilities for completeness. I really believe this format will be much more useful to our user community, which for the foreseen future is the International Mars Program. The VCS-SDU header identifies the sub-channel but and the sub-channel management rules will complete the header structure (The structure of the VCS_SDU field is managed by the rules established for the VC and the VCS thus there is also no requirement to signal this information). The combination of the flag in the frame header and the second bit of the DTID field identifies completely the VCS-SDU structure and the type of data it contains.
