Subject: [Sls-slp] Update to SLS-SLP Charter on CCSDS CWE

Dear SLP

I've updated the SLP charter on the CWE – some pre-spring cleaning – updating the WG goals and the projects.
There are now three current projects underway which you will see in the framework.
