[Sls-slp] Operability Report for TC Systematic Retransmissions

Dear All,

The operability report for the TC systematic retransmissions is now in
the CWE area for C&S.  The file is TCreOP02.pdf in the Winter Materials
directory for 2010 (see below).

The report describes successful tests of the new retransmissions, using
our simulator and Telecommand Encoder Shell.
