Greg,
        your soliciting is justified and I want to confirm you that the 
matter is being discussed in ESA. I hope the same applies to other 
Agencies represented in the C&S WG.
Unfortunately I cannot give you a consolidated position yet.

I can however give you a couple of preliminary comments on the input 
paper.

In the following sentence there is a mistake:

 Several NASA Programs i.e., Program Constellation and the Mars Program 
are requiring the use of LDPC codes for their Proximity Links: 
Ć Constellation rendezvous links (e.g., Orion-ISS) 
Ć MSL to MRO link at Mars (2011) 
Ć LDCM (Landsat Data Continuity Mission, 2013) 
Ć GOES (Geostationary Operational Environmental Satellite, 2015) 

Obviously,  LDCM and GOES do not have proximity links. The LDPC codes have 
been selected for their 'normal' EESS (Earth Exploration Satellite 
Service) data downlink to Earth.

The White Paper mentions MSL Electra for LDPCC addition, but it would be 
very interesting to know which kind of  backward compatibility is included 
in Electra upgrade with LDPCC.
I am sure that this information will be very valuable for those missions 
that will stick to the former Proxi-1 coding for missions flying or under 
(frozen) development.

Gian-Paolo,
 
I would like to request that LDPC coding applied over the Proximity link 
be made into a Work Item for study in the CCSDS C&S WG and to be included 
into the agenda for the Spring 2010 meeting.
NASA has submitted it¡¦s white paper on LDPC coding over the Proximity link 
as proposed at the Fall CCSDS meeting at ESTEC and I believe since a month 
has passed all agencies now have had time to consider the issues explored 
in the paper. Given the enhanced focus on cooperation between ESA and NASA 
in the Mars Enterprise for 2016 and 2018 and beyond and the potential 
benefits LDPC coding provides to these missions, I believe it is prudent 
for the C&S WG to take on this topic as a new work item. I also believe 
other agencies  besides NASA and potentially ESA are interested in having 
CCSDS pursue this as a work item as well.
