[Sls-slp] SLS-SLP WG versions of Encapsulation Service and Space link Identifiers

All,

I've put the current WG versions of both the Space Link Identifiers (133x) (no changes during our discussions) and the Encapsulation Service (135x)( change to SDLP_Channel parameter during our discussions)  on the CWE under:

These copies  will become (with AD, CESG and CMC approval) the next versions of the blue books.
