[Sls-slp] RID: Protocol Shim for IP

All,

Attached is a new RID submitted by NASA that enables the CCSDS 
Encapsulation of header compressed IP datagrams as well as 
non-compressed IP datagrams. It is written in support of the NASA 
Constellation Program which has a requirement to do IP header 
compression. In this case, a single octet is added just after the 
Encapsulation packet header by the protocol shim. (The Encapsulation 
Service is not modified). This RID does create a change to the CCSDS 
Space Link Identifiers Blue Book by requiring changes to the Protocol 
ID table. The text of the RID is attached as a text file and is on 
the CCSDS web site under the IP over CCSDS RED-2 document.

This RID will be discussed both in the SLS-SLP WG as well as the 
SIS-IPO WG meetings in Berlin.
