Dear WG members,

Below is the result of several link layer protocol document polls that the 
CCSDS MGMT Council has approved regarding 1) Encapsulation Service to Blue, 
2) Update to AOS frame sequence counter extension, 3) Prox-1 Space Data 
link protocol update.
