[Sls-sea-dls] SDLS EP GB figure 3-1

Dear SDLS WG,

Attached is an updated Figure 3-1, slightly reorganized with vertical separators to group directives according to their appropriate usage times.  I have also added a legend to indicate primary vs. secondary flows.  Please provide any suggested improvements.

I will be sending updates to other figures later.
