Enrico: you raise an important point that has been bothering me for long
while now, so I am opening this discussion up to the Area Directors.
Basically, there are two methods by which a work item moves from the CESG to
the CMC for approval:

(a) It is forwarded to the CESG via the Area Director, a CESG vote is taken,
and then it is sent to the CMC as an electronically-transmitted CESG
Resolution and request for action.

(b) We meet face-to-face every six months, a large number of CESG Resolutions
are formulated and are presented in real time to the CMC in written format,
with a request for action.

While method (a) has not been exactly responsive in terms of feedback from
the CMC, method (b) appears to have a fatal flaw: namely, that the CESG
Resolutions are encapsulated within the written CMC minutes. Those minutes
then take a very long time to get drafted and circulated for CMC review. As
an example, the current CMC minutes were only issued a few days ago, almost
2-months after the end of the meeting:

      Management Council (CMC) Meeting can be viewed at the following

      These minutes are considered to be in "draft" form until approved at
      the next CMC Meeting.

Clearly, things are made a great deal worse by having two methods to send
finished work items to the CMC for approval. I therefore propose that we
should from now on refuse to utilize method (b), and that the results of all
face-to-face meetings will be conveyed only by method (a).

      in order to submit an updated charter of the RF&Modulation WG, there is
      a need to know if the request for changes (see for instance action item
      SLS-RFM-A-0410-008) submitted to the CESG and CMC has been approved by
      the CMC. It may also help knowing if all other resolutions calling for
      blue and red versions of recommendations have been accepted by the CMC.
      I checked the CCSDS web page but the latest CMC minutes I could find
      relate to the Spring 2004 meetings. Would it be possible for you to
      feed such information back to us or shall we assume that, in the
      absence of feed-back stating the opposite, the requests have been
      granted and proceed accordingly?
