[Sls-rng] CCSDS SLS Report to CESG

Thanks to all for your contribution.

Points of discussion at the CESG:

- Orange Book on  LDPCC
Agreed that Orange book is not an intermediate colour between white and red; it
is outsidce the standards track. Action on NASA to define position w.r.t. Orange
book scope is still open.

- Open source SW on CCSDS web site: BTAS takes the action to find a solution for
the issue of license

- LDPCC BOF
Plan is supported. Idea is that conversion to WG could happen once requirements
are settled and approved.
