[Sls-rng] CCSDS RNG WG output from Fall 2005 - Blue rec 2.5.6B

Dear Jean-Luc,

as per minutes of the ranging WG meeting held in Pasadena, please find below the
recommendation 2.5.6B which the group agreed to be raised as blue following
agency review of the corresponding pink sheets.

It is in 'camera-ready' format so as to avoid editing problems with the new
CCSDS editor.

The changes introduced to this delta-DOR recommendations stem from current and
future practice by ESA and NASA (missions Rosetta, Mars-Express, Venus Express,
BepiColombo, MRO, etc.) No other agencies are currently involved with delta-DOR
techniques.
