[Sls-rfm] Resolution to publish CCSDS 414.1-B-3

Dear Ignacio,

please issue the above mentioned resolution for the "PN Ranging" blue 
book.

As per attachment, there was only one editorial RID (deletion of a 
footnote) that was accepted by the WG. The attachment contains an editor's 
note to alert Tom (consequential footnotes renumbering.)

Please note that the requested change is on the flying BepiColombo mission 
and also on JUICE, supposed to be launched next year and therefore it 
documents the status-quo.
