[Sls-rfm] Red-2 version of 2.5.7B following Fall 2021 meeting

Dear All,

the attached version contains the changes agreed at the RFM/DDOR WGs Fall 
2021 meeting. On top of that, Chris took the burden of converting all 
equations into the latest MS format so that editing is possible.

As agreed, this version will remain in the RFM WG until Spring 2022. If 
progress with prototypes confirm it is sound next Spring, it will be 
submitted for agency review 2.

The rev marks are with respect to the version submitted to agency review 
as requested by CCSDS.
