[Sls-rfm] Another input to the CCSDS RFM WG Spring 2021 meeting

Dear All,

please find attached an input from the chair, compiled from a number of 
inputs received over a couple of years from WG members and external 
readers.

Many thanks to Gunther and Wai for helping me with the revision of the 
green book.

I trust you will be able to read it before the Spring 2021 meeting (remote 
or physical) so as to adopt the changes and proceed with the request for 
publication in 2021. 

Should you have additional comments or change requests also for other 
parts of the green book, please send your input at least 2 weeks before 
the current official start date of the meeting.
