[Sls-rfm] proposed update to RFM charter

Dear All,

please have a look and come back with comments latest by tomorrow end of 
business. As you can see, I onky changed a few milestones to be in synch 
with current status. The accumulated delay is one year.

Should you have additional tasks to propose (goal 20+) with accompanying 
milestones, please do so. We had some in the past but as no agencies 
contributes, they were removed.
