[Sls-rfm] RFM WG outputs for publication in 401-B

Dear Gian Paolo,

as per SLS plenary presentation by Dennis on behalf of the RFM WG, please 
find attached the new recommendation 2.4.24 and a bunch of editorially 
revised telemetry recommendations agreed by the WG  for publication.

Please remember that the Yellow Book behind recommendation 2.4.24 
(SLS-RFM_19-08) was presented to the WG at Ames and that the WG agreed 
that two independent and interoperable implementations had been 
demonstrated. No patent is involved with this recommendation.

I trust you will issue the needed resolution.
