[Sls-rfm] Recommendations for agency review

Dear Tom,

please find attached the new recommendation 2.6.11A, and the revised recs 
2.1.4A/B that the WG would like to submit to agency review along with the 
suppression of recs. 2.1.8A/B.

As usual, I trust that Gian Paolo will submit the necessary resolution.
