[Sls-rfm] Pink recommendations 2.4.18 and 2.5.6B ready for agency review

Dear Gian Paolo,

please raise the relevant resolutions.

Changes to rec. 2.4.18 are identical to what done on approved rec. 2.4.23 
so there is no need for an interoperability test report. Same goes for 
rec. 2.5.6B since just an additional frequency has been added to the list.
