[Sls-rfm] RFM WG Third Input Paper for 2016 and list of inputs

Dear All,

CESG chairman has asked us to revise the draft IOAG document on Code and 
Modulation, for the modulation part of course. The document is attached 
(for the doc list, I called it SLS-RFM_16-05). Given that it is draft, it 
only suggests not using QPSK for medium data rates since OQPSK is better 
while keeping such demodulation capability in the network, I suggest that 
the WG simply noted the document and reported this to the SLS plenary. Of 
course, the WG may have other ideas.

Please also find attached the updated list of input documents. Agenda will 
follow.
