I am not aware that the YG does not allow independent simulations anymore 
... We did that for the new PN ranging BB.

Our procedures do not say anything about ?independent simulations are 
allowed as well? in lieu of a test report.
 
The difference is, in the past there have been pink updates or a mix of 
pink and red. This time the specification is new and standalone, and that 
will attract notice.
 
But if you and Gian Paolo want to go ahead as is, I won?t try to stop you. 
I just hate to have things hung up in limbo status when polls end without 
approval.

We have done it many times in the past .... independent simulations are 
allowed as well. I trust that Gian Paolo will re-use the winning 
formulation.

OK, but I think the probability is high that the CESG will reject the

no, we had many independent simulations and some hardware tests presented 
in several input papers over the last 2-3 years.

please find attached RID dispositions and updated recommendation 2.4.23 
ready for publication request. I trust that the SLS AD will take care of 
the needed resolution as soon as he is back in office. 

Note that I called the recommendation "pre-blue" since I discovered that I 
only had the Word version that the RFM WG submitted to you in November and 
not the one you published as pink sheet in PDF format. However, it seems 
to me that the latter has only a different page layout. 

Moreover, the changes are few and clearly highlighted and I am sure you 
can copy them over the master document.
