[Sls-rfm] Red recommendation 2.4.23 ready for Agency Review

Dear All,

please find attached the draft recommendation we agreed upon in Darmstadt 
showing the revision marks with respect to the previous draft (with one 
exception), as well as a clean-up copy thereof that is the version for 
Agency Review.

Hope I have caught all BiCM instances ...

I trust that the SLS AD will issue the relevant resolution.

P.S. The exception is that the constellation figures for 16, 32 and 64 
APSK are not flagged as revised (reference to 131.0-B was changed and 
moved from the right constellation to the left one). This is one of the 
many mysteries of Microsoft.
