[Sls-rfm] RFM WG Recs as revised in London

These are the recs as agpproved at the meeting, following RIDs 
disposition.



The 4.1.5 rec is still waiting for the square-wave TC echo formulas that 
are being worked out via CCSDS Editor as I cannot edit the existing 
equations.
