[SLS-OPT] CCSDS SLS-OPT: update of SCCC for O3K

Dear colleagues,

Following up on one of our actions from yesterday's discussion, we have 
update our SCCC for O3K presentation by including also all the results for 
the Codeword Error Rate (CER).

This is done for both the results with AWGN and with fading (one plot for 
BER, one plot for CER).
